What quest needs to be completed to unlock the Azure Shorts?

It requires a certain quest to complete. (I can't remember which). Try to go through your old quests that have been sitting. Also, I have completed all the quests to unlock bubbles, but missed Stella. How do I get her to come to my boutique?
