Once you get the Cliff of Lost Souls, tap it for clouds and tap the clouds for rain. Let the puddles sit and become mushrooms.

To get a dragon, merge a level 1 life flower with the long column of them in the top middle. That opens up an egg which you then merge with a row of eggs below it.
