Just tried it out and I got him again so It does work for two days in a row. It is not a glitch by the way I am pretty sure the devs just allowed it.

For VIP 6 that is horrible. What type of team you want to make is up to you. A sasuke based team is most common to raise CP. You should put Garra as your commander and work on reinforcements.
If you are spending on the game why not just go buy a better account that is far superior to yours for so much cheaper than recharging?

It is unlucky because you probably got the white curse mark (weakens nin att) on sasuke so that makes your attack go down drastically. Also, I am not sure reinforcements work in nww, you do not see the display where they scroll to show who they enforce like they do in dungeons so that might not make a difference.
