I'm level 351. The last update to the game added the Salad Bar in the Mountains. You must have started playing during a time where the restaurants have all been added so as you yourself leveled up a restaurant would allow for expansion but the actual leveling up wasn't adding "new" to the game restaurants. Nordcurrent will add more once they create more.
