Sorry I didn't play this level and commented too soon. There are six different color of blocks. You have to turn each fans blades all six colors. So if you already have a red blade and you click on red blocks it won't spin. But blue blocks will make it spin. Now you have red and blue so they won't work again. You have to use yellow or other color that hasn't been used yet.

You have to hit a pair of the same color blocks of each color to get the fans to spin. If the red blade is by two red blocks then the fan will spin. The blue tipped blade has to be by two blue blocks in order to spin
