If you mean by best it's izanagi itachi, diamond orochimaru(with tier 4 ring), diamond hashirama(with skin and hobi technique passive), diamond sasuke(Indra skill), diamond tobirama, and sage teacher combo card

You need another base temari, base kankaro, base gaara, and a chuunin certificate to upgrade her to final form then you need 6 more final form remarks to get her to gold then 200 gold dust (120 ore in mine shop) to get her to diamond
