I don't know. I've only been given one so far, I think when my chef achievement unlocked to the next trip. (So not from tables or going up a level).

I decided to buy the Indian chef because then I can shift the tables that are waiting faster. Therefore being in more customers and cash. From what I can see in other people's games the chillout area isn't always in use either. I'm gambling on the chef first!

Look in the section where you go to buy products from other players. There you'll see some players have a little hand and exclamation mark in a box/speech bubble over their product (but not every time). To help them, click on their product (this won't purchase what they're selling don't worry) and then when their restaurant loads on your screen, look at their vineyard or chill out section. Click on the hand/exclamation mark icon to see what they want help with and you can then either give them food or one of your garden hoes. :)

They let you buy more of an item in the market at a time. For example, 12 flour instead of 6. It doesn't change the amount of time you have to wait for the item to "reload" though :)

Go to where you buy the windows in decorations - they'll be in stock for free there and will tell you how many.
