you can get anniversary kakashi as a drop on dungeon 13-7,8,,10 and 12.

sorry i cant make a video,but youll just have to continue on enhancing an equip that you want to max,and then when it gets over the character's level,youll have to upgrade them woth gold,thats all you can do,good luck
