Because you don't have enough stars to pass to that "level." Go back and get more stars by playing some of the other screens again. This is the most common reason for not being able to move on. Of course you asked this 3 years ago...

This month , October, the theme is halloween. Cant figure out how to get back to the regular map without exiting the game entirely and reopening and it takes forever to load !

Tara Hall commented on Mahjong Journey®: Tile Match: I love the game just...On my screen, at the start of each game it shows the time I need to beat in order to get 3 stars. Once I’ve reached that time (without getting my golden tiles), it then shows the time I have to beat to get 2 stars.

They changed the booster from "reduce time", where you could, with each choice of that booster, see exactly how much time you were cutting off completing the task, and see exactly when you had reduced the time enough to get three stars. They have replaced it with a super combo booster, which is harder to tell whether it's enough for three stars. It's frustrating. I've wasted a lot of that booster because you can't tell up front what the effect will be. It says "x6" or "x14" but that does not seem to actually multiply the score by those amounts.

Cannot complete Level 130 on Mahjong Journey. It is absolutely unsolvable. Absolutely NO HELP from G5 games! Trying to find help is like trying to give a cat a bath...IMPOSSIBLE!! It just takes my around and around with no answers in sight! Why can't someone just help me with the specific problem I'm having and why is it impossible to navigate this ridiculous website?? This is completely infuriating!!! Someone please help me...PLEASE!!!!

Mahjong tiles have to be clear on the left or right side; not touching a tile on one of their sides to be able to be selected. If you can select, the matching tiles, then they are free. It is occasionally sticky about allowing you to select tiles. They can be surrounded on 3 sides as long as a left or right side is free. The stars are there life system; if you quit in a level or get the no moves screen, you lose a life or a heart. Hearts regenerate with time.

Had the same question, but it looks like if you play (or replay) the levels on the main map that have the starfish icons (around level 11 for me) you can earn more. Five starfish instead of 3 stars per round.
